Legislative Council Membership
The basic options are:

no change;

introduce a directly elected component of
up to one-third of the membership; and/or
c)
adjust the present membership balance as
between electoral college, functional, appointed
Unofficial and appointed official membership.
Possible Modes of Direct Election

a)

single territorial list not practical;
three multi-member regional constituencies
complex but feasible;
c)
individual constituencies, using the D.B.
constituencies in various configurations, providing
up to 19 members;
d)
individual constituencies using the electorates
of the present electoral colleges, which would provide
12 members.
Modes c) and d) would directly parallel present D.B.
elections and indirect elections to LegCo respectively, which
would be confusing and could evolve the argument in respect of
d) that indirect elections should be dropped.
