Until 1997 Britain will remain responsible for the
administration of Hong Kong and will discharge that
responsibility. A crucial part of that responsibility
is to ensure, in close co-operation with the Chinese
Government, a smooth transfer of government in 1997.
The terms of reference of the Sino-British Joint
Liaison Group require it to consider, during the
second half of the period up to 1997, the procedures
to be adopted for the smooth transition in 1997.
