Q:

But will there be consultations with the Chinese

Government over the 1987 review?

A:

Until 1997 Britain will remain responsible for the

administration of Hong Kong and will discharge that

responsibility. A crucial part of that responsibility

is to ensure, in close co-operation with the Chinese

Government, a smooth transfer of government in 1997.

The terms of reference of the Sino-British Joint

Liaison Group require it to consider, during the

second half of the period up to 1997, the procedures

to be adopted for the smooth transition in 1997.

of these are important points that we must bear in mind

at all times.
