6. EXCO have approved the introduction of this new stipend in principle, and rate, only: the Hong Kong Government consider that legislation will be needed to implement the proposal. It is likely however, that the new scheme will be announced before legislation is introduced: the Hong Kong Government consider that the original White Paper proposal was generally well received by the public.
