Mr Luce believes that the Secretary of State may like to be aware of Mr Galsworthy's minute of 20 May. This is not a new proposal, and it appeared in the Hong Kong Government White Paper on the Further Development of Representative Government which was published last November. is however, in Mr Luce's view, a significant step down the road towards the establishment of full- time Parliamentary representation, and one which is necessary if those other than the good and the great are to stand for election in Hong Kong.
