1. Hong Kong telno 391 of 25 February commented on my

minute to you of 20 February. I have no further comments on

paragraphs (A), (D), (E), (F) and (G) of the Hong Kong

telegram.

2. I think Hong Kong have got paragraph (C) wrong. ΤΟ delete clause 21(e) does not get rid of the provision for

disqualification in clause 6(2). A more appropriate

provision would be to delete the words "be disqualified from

holding office as from the date of publication" in the last two

lines of clause 6(2) and to substitute the words "vacate office".

I leave it to you to decide whether you consider it worthwhile

making this point to Hong Kong.

3. That leaves clauses 3 and 5 of the Bill. Hong Kong will need to redraft these clauses in the light of the amendments to the Royal Instructions which are the subject of a separate minute to you of today's date.
