Supplementary to Question No. 1 in the

Mr. CHAN Ying-lun :- Sir, has the Government consulted these nine functional

constituencies before drawing up the White Paper and if not, are there situations

now falling outside the two main guidelines determining the composition and

eligibility to vote of these functional constituencies as set out in the White

Paper?

The Chief Secretary :- I think the answer to those questions, Sir, is no.

many individual members of the functional constituencies are not registered on

the electoral roll, and if so, what is Government to do to remedy the situation?
