Your Excellency,

I have the honour to refer to the Agreement between the

Government of the United Kingdom of Great Britain and

Northern Ireland and the Government of the People's

Republic of China on the Establishment of a British

Consulate-General at Shanghai and a Chinese Consulate-

General at Manchester, signed at Peking on 17 April 1984,

and, in accordance with Article 11 of the Agreement, to

notify you that the procedures required by the law of the

United Kingdom have been completed. I look forward to

receiving notification from you of the completion of the

procedures required by the law of the People's Republic

of China. In accordance with Article 11 the Agreement

shall enter into force on the date of that notification.
