As regards the second sentence of paragraph 1, it will be our Embassy in Peking rather than the FCO who will be in a position to inform Hong Kong of the date of entry into force of the Consular Agreement, since this will be the date of the Chinese communication notifying the Ambassador that Chinese procedures have been completed The Hong Kong authorities have the option of either bringing their Ordinance into effect as soon as the UK Order in Council has been made (thereby taking it on trust that China will duly ratify the Consular Agreement) or to await entry into force of the Agreement before taking the required legislative action.
