Chinese citizens residing outside China and holding ordinary
passports or travel permits should apply for Hong Kong transit
visas to the British Embassy, High Commission or Consulate in
the country of their residence. Double journey transit visas
will normally be granted to such applicants. Chinese citizens
residing on the mainland of China and holding ordinary passports
should, as now, apply for Hong Kong transit visas for their
return journey to the British Embassy, High Commission or
Consulate in the country they are visiting.
5. The Consular Department of the Ministry of Foreign
Affairs reserves its right to make further representations to
the British side on the fact that the British Embassy in China.
does not accept applications for Hong Kong transit visas from
Chinese citizens holding ordinary passports. Pending mutual
agreement, Hong Kong transit visas will temporarily continue
to be issued at Luohu.
6. The two sides will continue to discuss and settle any
problems arising from the implementation of this understanding
and the problems mentioned in paragraph 5 above.
If the Embassy would kindly confirm its acceptance of the
above content in a note of reply, this Note and the Embassy's note
of reply will constitute an understanding between the Consular
Department of the Foreign Ministry of the PRC and the British
Embassy, effective as from the date of the exchange of notes.
