3. The Chinese side will accept those Chinese citizens holding ordinary passports who, after this
understanding comes into effect, travel from the
mainland of China to other countries or regions via Hongkong and who are sent back for having stayed beyond the given time in Hongkong. After verifying the facts, the Chinese side will in principle accept those Chinese
citizens residing outside China and holding ordinary
Chinese passports or travel permits, who are really unable to return to the country of their residence when
travelling through Hongkong and are willing to settle
down on the mainland of China. The above is, however,
applicable only to those who fail to leave Hongkong
upon the expiration of the extension of their stay
granted by the British authorities in Hongkong.
4. The provisions in paragraphs 1 and 2 will also apply to Chinese citizens holding ordinary pass- ports or travel permits who transit Hongkong on their
way to
the mainland of China from elsewhere, subject
to the following conditions
and
(1) They should have transit visas for Hongkong;
(2) They should if necessary, have entry visas
for China.
Chinese citizens residing outside China and
holding ordinary passports or travel permits should apply for Hongkong transit visas to the British Embassy, High Commission or Consulate in the country of their
residence. Double journey transit visas for Hongkong will normally be granted to such applicants. Chinese
