that very shortly before the Prime Minister's visit

to Peking is announed we should give notice of this to

the governments in Jakarta, Kuala Lumpur and Singapore.

The Foreign Secretary recommends that as the announcement

on 28 November

is likely to be made (soon our posts should now be sent

instructions, on the lines of the enclosed draft telegram.

This telegram would be followed by a triggering telegram

once the date of the announcement is decided]

The decision of the Prime Minister to visit China to

sign the Treaty will come as no surprise to Dr Mahathir

and his colleagues, nor are they likely to be offended

that the visit should now preceed one to South East

Asia. We know, too, that neither the Malaysians nor

Indonesians would have wanted a visit to their countries

to be linked to one to China, particularly as the latter
