1. Mr Luce has seen a copy of Mr Powell's letter of 9 November to Peter Ricketts.

As I think you know, he and Mrs Luce have been invited to dinner by Sir Y K Pao on 15 November. It is possible that Sir Y K will try to enlist the Minister's support for his attempts to get himself invited to the signature ceremony. I should be grateful if you

could let me have a note by 15 November suggesting the line which the Minister should take.
