Bill should be taken up. It was important that the White Paper on Constitional reform in Hong Kong should be published before the debate on the agreement, as the Hong Kong Government intended.

8. Mr Luce agreed that he would talk to Sir Philip Goodhart about the latter's plan to speak to Lee Kuan Yew about resettlement of Hong Kong Chinese before 1997.

LORD SHEPHERD

It was agreed that either Lady Young or Mr Luce would speak to Lord Shepherd about the point he had raised in the House of Lords on undertakings to Hong Kong civil servants.
