Follow-up to
A. Parliamentary reaction to the agreement. parliamentary statement in Commons and Lord. Briefing of MPs and Lords in run-up to debates. Mr Healey's request for a two day debate.
B. Reaction to agreement in Hong Kong. Still generally favourable. Some questioning of details of agreement.
C. Acceptability Exercise. Mutual response. Some criticism of ́Assessment Office, and of inability to change agreement. Breakdown of responses continues roughly 50-60% in favour, 20% against, 20-30% unclear. Form of Assessment Office and Monitors' report.
D.

Legislation. Awaiting Hong Kong comments prior to submission of draft paper to Prime Minister. Hope to clear paper with QL and OD (K) simultaneously, out of committee.

Motion. Form and terms of motion to put to House of Commons.
Nationality. Now agreed that Bill should contain summary of points to be covered in Order in Council. This will allow debate on nationality issues, but only in Hong Kong context. Have consulted Secretary of State and written to Home Office on title of new form of nationality.
