The Government Secretariat has been charged with the responsibility for having your Report translated and printed in Hong Kong. It would be most helpful, therefore, if you could let me have an advance copy of your final draft before it is faired for signature.

I confirm that adequate security arrange- ments exist to ensure that the contents of such a draft will not leak during the translation process.

I presume that your Report will be made public simultaneously in London and Hong Kong and that prior notice of the date of publication will be given us in due course.
