(a) to satisfy itself that the modus operandi settled
by the Commissioner effectively anables the AO
to discharge its duties "properly".
The study, presentation, and
discussion of the AO's organisation
and arrangements for discharging
its task should enable this
requirement to be met.
(b)
to satisfy itself that the procedures which compose
the AO's modus operandi have been followed "faithfully".
This requirement will be met
principally by regular sample
or spot checks of the AO's
implementation of the planned
"work flow" from receipt/
registration of submissions
to their assessment and the
consolidation of opinions.
It will also need to include
a regular, independent check,
so far as possible, that the
Monitors are receiving all the
submissions registered and
assessed by the AO.
