MONITORING TEAM: MODUS OPERANDI

The two Monitors, Sir Patrick Nairne and

Mr. Justice Simon Li, have agreed to adopt the modus operandi

summarised below, recognising that it may require to be

modified in the light of experience.

Terms of Reference

In brief, the published terms of reference of

the Monitors require them, in their independent role, to:-

(a) 'audit' the work of the Assessment Office (AO);

(b) witness "aspects of the exercise of consultation",

as they may wish; and

(c) report to H.M.G. whether the AO has carried out

its task "properly, accurately and impartially"

and followed the prescribed procedures "faithfully".
