published, I wanted to congratulate you on a remarkable

achievement. I cannot think of any other administration

which would have been capable of carrying off an exercise

of this magnitude so efficiently, smoothly and convincingly.

I am most impressed with the quality of your Report. It is

the more outstanding for having been completed under such

pressure of time.
