I am writing to congratulate you on the arrangements

you made for the remarkably speedy publication of the

Hong Kong White Paper last week (Cmnd 9407). It was a

most impressive demonstration of HMSO's capabilities.

I know that your printers only received the text (which

to some 85 pages) on the evening of 23 November. Advance copies of the text, printed and proof-read were

available by 28 November. The efforts of Ron Gair and his

team at the HMSO press here have made a significant contri-

bution to Parliament's consideration of this extremely

important subject.
