Further to our exchange of letters at the beginning
of October (your ref.: (45) in CR 12/511/84), I am now writing to say that, within the last week, I have consulted the FCO about the arrangements for the report of the Monitoring Team. I attach a copy of my telegram of 12 November (No. 3450), to which the FCO had briefly replied:-
"It seems admirable. We confirm that the
letter to the Secretary of State covering
it can be brief and formal.
Looking to the coming week, Mr. Justice Li and
I would hope to let you have an advance copy of our final draft as early as possible on Friday, 23 November. We are required to telegraph the draft text to London on the same day. As the FCO has recognized, we may wish to make minor changes to the final text over the weekend after we have seen the final text of the Assessment Office report. Our intention is to sign our report on Monday, 26 November.

May I put two points to you?
Can you confirm that, on the basis of the tight programme above, it will be possible for
Mr. Justice Li to see the Chinese translation of our text (subject to any minor last-minute amendments) during the course of Monday, 26 November ? He would wish, if at all possible, to check the translation on the day we sign our report - and before I leave for London, as I am now required to do, on the evening of Tuesday, 27 November.
