FUTURE OF HONG KONG : CALL BY SIR PATRICK NAIRNE ON THE SECRETARY OF

1. The Secretary of State has agreed to see Sir Patrick Nairne on 6

September 12.15pm. I submit some points to make.

2. Hong Kong have now sent us an outline of procedure for the

Assessment Office and their action plan for the handling of the

White Paper. These will be shown to Sir Patrick Nairne shortly

before his call on the Secretary of State. The Department will have

had some preliminary discussion with him about them and we will

telegraph to Hong Kong any comments that he may have.

3. The outline of procedure of the Assessment Office does not seek

to define the work of the monitors in relation to the Office. This

is right since any attempt by the Hong Kong Government to define

what the monitors should do and how they should do it would

undermine their role. Otherwise the outline of procedure seems

generally satisfactory. Clearly it will be important to see that

adequate publicity is given to the procedures.

Sir Patrick Nairne wrote to me

He raised the

point that Ministers and Parliament would be as much concerned about

the proper and effective carrying out of the consultation process as

a whole (ie the scope, organisation and implementation of the

consultation), as about the work of the Assessment Office itself.

D However the terms of reference of the Monitors confine them to

overseeing the work of the Assessment Office and reporting on whether it has discharged its functions properly.
