HONG KONG: TEST OF ACCEPTABILITY: MINISTERIAL VISIT

1. There was at one stage a suggestion that an FCO Minister should visit Hong Kong while the test of acceptability was in progress. Mr Luce has seen no recent papers on this, and indeed has some doubt in his own mind as to whether it would serve any very useful purpose. But if a Minister is to go at all, he should presumably be there to coincide with the publication of the White Paper. The Minister of State would therefore be grateful to know how matters stand on this.
