FUTURE OF HONG KONG: TEST OF ACCEPTABILITY: ADMINISTRATION

1. As you know, the Secretary of State has appointed Sir Patrick Nairne to be a member of the monitoring team to oversee the work of the office set up to assess the acceptability of an agreement in Hong Kong.

Sir Patrick Nairne has asked whether it would be possible for him to receive a modest entertainment allowance whilst he is in Hong Kong.

3. The terms of reference for the monitoring team say that it "should be free to witness such aspects of the exercise of consultation as it may wish". Sir P Nairne foresees that in his role as monitor, there will no doubt be neonle who will wish to see him and he will have to respond to these approaches. This may result in the need for some sort of hospitality, say a drink in his suite. Moreover, he might find it necessary to see certain key figures (for example Unofficial Members of the Executive and Legislative Councils of Hong Kong and members of the District Boards and Urban Councils, etc) and talk with them in a more relaxed atmosphere over a drink or a lunch/dinner. Since the task that Sir Patrick Nairne is undertaking is unique, it is difficult to forecast at this stage how much entertaining he will need to do. I am sure that Sir Patrick will only do what he feels is absolutely necessary. However, it is important that he should not feel constrained by financial considerations in carrying out his task.

We spoke about the amount of entertainment allowance Sir Patrick would require and agreed that you would discuss this with PSD. Since neither Sir Patrick nor myself can predict the amount of entertaining he will need to do, I am unable to provide you with a reliable breakdown of the costs involved. He will need to keep a bar in his suite at the Hilton and I believe this will be stocked by the hotel. I have been told that it will cost about £30-£40 a head for lunch/dinner. I think it might be appropriate to reckon on Sir Patrick holding a dinner for 3 guests once a fortnight during his two month stay in Hong Kong. The total cost of these dinners could therefore be anywhere between £480 to £640. I hope that this might provide some basis for your calculations.
