FINANCIAL IMPLICATIONS

Although matters are moving rather rapidly on the question of the appointment of monitors of the test of acceptability we thought it might be useful to comment on Mr Galsworthy's minute to you of

7 August. In particular we believe that it might be worth comparing the likely costs if the officer was a member of the DS and was appointed on a fee paid basis.

A senior officer going on a duty visit to Hong Kong would cost under DS rules:

This would normally come from the AUS budget

The maximum (Treasury approved) fee paid to date for a Senior Grade has been £114 per day. This would not normally be payable to a serving DS officer.

The costs under the Travel and Subsistence headings would normally be met by the AUS travel budgets but on this occasion these costs were not estimated for and the appropriate AUS's budget will require topping up by Finance Department, either at the normal rates or the enhanced rates proposed by HK Department. question of the payment of fees the subhead is fully committed and again will require topping up, whether at the normal rate or the enhanced rate suggested by Hong Kong Department.

Under present DS regulations for duty visits, wives expenses would not be met from public funds unless there was a specific role for the wife to perform.
