1. I thought I should record a few points arising from my conversation with Sir Patrick Nairne yesterday about his letter to you of 5 September.

2. Paragraph 1 of Sir Patrick Nairne's letter. Sir Patrick said that while the fee itself was satisfactory and indeed he could not expect to be paid more than Judge Li, by the time national insurance and tax and the abatement of his pension had been taken into account, he would not receive much "reward" for his efforts at the end of the day. He asked that this could be taken into account when we were considering his other requests.

3. On paragraph 2 of his letter, I confirmed that the cost of his suite at the Hilton would be borne by the FCO and that the Hong Kong Government Office would provide a car. He asked if this latter point could be written into his letter of appointment.

I expressed some doubt because the car would be provided by the Hong Kong Government and not the FCO. If it could not be written in, then I said we might be able to provide him with the relevant telegram in which the Hong Kong Government had agreed to supply a

car. On the question of entertainment allowance, Sir Patrick asked if he could claim retrospectively for any entertainment that he had to do. I said that this would be difficult; authorisation was usually needed in advance. I explained that I had spoken to PSD who asked me put the case for an entertainment allowance in writing. We agreed that I should write to PSD along the lines of the attached draft. However there are two points on which I need your advice:-

a) The amount we should ask for. (I have no idea of prices in Hong Kong for food and drink.)

b) Surely whatever we grant to Sir Patrick we must also grant to Judge Li?

Sir Patrick has phoned me this morning to say that he is happy to go on the BA flight on Tuesday 25 September and would I confirm the reservation as soon as we are sure we want him to depart on the 25th. Sir Patrick Nairne is thinking of coming into the office for final briefing on 24 September and staying at his London Club for that night. I am arranging for a car to pick him up from his Club and take him to Heathrow. I can see no major difficulty with this. Should it prove impossible to arrange a car, Sir Patrick Nairne will

be able to take a taxi and charge it to the office (I doubt if it will come to this).

5. Paragraph 4 of Sir Patrick's letter. After consulting Finance Department, I was able to confirm to Sir Patrick that the FCO will automatically make all national insurance and tax deductions. The /actual
