I am most grateful to you and to Jane-Anne Kbwak for the valuable day which I had at the Foreign Office yesterday. I promised Jane-Anne that I would write a brief letter to summarise the outcome of our talk about the draft letter of appointment on the basis of my letter of 5 September. To take the points in turn:
(1) Daily fee
-
As I emphasised, I entirely accept the proposed daily fee of £143. But I should, I think, put on the record the implica- tions for me of the calculations which you and Jane-Anne explained to me. If my pension is to be abated by about £3,048, that means, as I understand it, the reduction by £3,048 of two months' gross pension of about £3,768. Thus my gross pension payment for the period would be of the order of £720 which, net of tax, might amount to about £380. That rough calculation seems to me to be compatible with the assessment of a gross 'profit' for the whole assignment of about £2,100, which would suggest that, with tax paid, I would be about £1,200 at the most better off at the end of the day. I must, I think, accept that; but, taking account of my continuing financial commitments, the benefits in kind which I shall forego, and some additional financial commitments which a temporary overseas commitment will be bound to impose upon me, you will understand why I have felt concerned to look pretty closely at the financial arrangements.
(2) Expenses in Hong Kong
(a) You confirmed that the FCO would be meeting the cost of the
Hilton suite through the British Trade Commission.
(b) You confirmed that it would be possible to make the arrange-
ments relating to an official car and the provision of newspapers suggested in my earlier letter. As to the cost of any modest official hospitality which I might have to provide, you advised that it would be best to seek authority for an appropriate entertainment allowance. For that pur- pose, I suggest that you might refer to that part of the Monitoring Team's terms of reference which refer to exposure
