HONG KONG: MONITORS

Mr Luce wrote to Sir Patrick Nairne on 8 August to invite him to accept appointment as a member of the monitoring team to oversee the work of the office appointed by the Hong Kong Government to assess the views of the people of Hong Kong on the draft agreement on the future of the territory. Sir Patrick Nairne replied on 10 August.

Sir P Nairne will call on Mr Luce at 3.30 pm on 14 August to discuss this. I attach some points that Mr Luce may wish to make. From his letter I think that Sir P Nairne is really looking for an assurance that the government do particularly want him rather than someone else to do the job, and possibly some explanation of why, primarily so that he can defend himself to the Fellows of the College. Sir Patrick asks aboutthe character of the monitoring role and the potential difficulties foreseen in discharging it. These points are covered in paras 4-5 of the points to make.

3. I also attach copies of the terms of reference of the assessment office and the monitoring team.

It is not yet possible to give Sir Patrick Nairne precise details of the financial terms we will be able to offer him. We are still discussing these with Finance Department and will then need to seek Treasury approval.
