8. When we

discussed the matter on the telephone you said that the
next step would be for a letter to be sent to the Treasury. We
would be happy to draft a letter which took into account the above
points. I should be grateful for the agreement of the recipients of
this minute that a letter should be sent on this basis, and for
advice on the Department which should be responsible for issuing the letter. I hope it will be possible to put the matter forward to the
Treasury very soon.
