/Comment: Experience with other documents such as the Green Paper on representative Government suggests that a major effort by the Government machine as a whole will be needed to explain the Agreement through the media and seminars, etc. This point is likely to be made by UMELCO Members_7

For the Assessment Office

The Assessment Office will be established administratively by the Hong Kong Government. The necessary resources will be provided by the Hong Kong Government. Staff will be obtained by the secondment of government servants who will be subject to adminis- trative instructions and disciplinary regulations. Financial provision will be acquired through normal procedures.

The office will be capable of being fully operational by mid-September 1984 in accommodation in the
