30. A number of noble Lords have referred to the need

need to improve our relations with China. On the political level our relations with China are excellent, as the preamble to the Joint Declaration makes clear. I believe that the successful conclusion of the negotiations provides a firm basis on which these relations with China can be developed and given still greater substance.

31. As a result of the successful conclusion of our negotiations both Britain and Hong Kong are well placed to develop closer commercial and financial relations with China. I hope that businesses both in Britain and in Hong Kong will pursue the commercial opportunities that are being offered.
