29. Noble Lords have referred to the position of refugees in

Hong Kong. This question is rather outside the scope of this

debate but I should

I should like to say that we are very aware of the

strains that this problem places on the Hong Kong Government. We are making every effort, in co-operation with the UN High Commissioner for Refugees, and with other countries, to seek

permanent solutions for those Vietnamese refugees who are at present in Hong Kong. I naturally hope that this problem

will be resolved well before 1997.
