1. I submit a revised opening speech for Lady Young's use in the

House of Lords Debate on 10 December, and the first draft of a

winding up speech. The winding up speech is divided into sections

for use as necessary. At the moment, on the basis of the points

raised in the House of Commons debate and the points that

have told us they will raise, it takes the following form:
