HONG KONG AGREEMENT: PARLIAMENTARY DEBATES
PS/Lay Young telephoned me this morning to let me know what Lady Young had gleaned about the Lords/Commons debates.

Lord Grindlay will speak at length about pensions; Lord Geddes will do so about nationality;

Lord Tanlaw will focus on elections in Hong Kong in the future, and plug the idea of proportional representation.
There will be between 7 and 12 speakers in the Lords debate (quite a lot in House of Lords terms). PS/Lady Young expects to have the full list of speakers within the next day or so and will then telephone round to ask them what, additionally, they intend to raise.

Sir Anthony Buck has told Lady Young that the big issue in the Commons will be possible conscription of Hong Kong people into the PLA after 1997. This is expected to be raised also in the Lords.
