The Gracious Speech speaks of

our working continually for a greater atmosphere of

trust between the two sides.

That is indeed our aim

and our purpose. It is the reason why we shall in the

next 12 months be welcoming two senior members of the

Soviet Politburo to London.

9. We are glad that Mr Gorbache has been able to

accept our invitation to lead a delegation from the

Supreme Soviet to London in December. His visit - his

first to this country is of course a Parliamentary

one, and he will be here as your guest, Mr Speaker.

But I know that Mr Gorbache plans to call on members of

the Government, and I much lock forward to meeting him

myself.

Our other senior Soviet visitor is one who has

been to Britain many times before. Mr Gromyko has

indicated that he is in principle ready to visit London

in the first half of next year. We much look forward

to seeing him here.

11. But the dialogue in which we have started to

engage is not all in one direction or at one level.

Already we are seeing a number of senior British

visitors to Moscow, [including of course the Leader of

the Opposition].

And we attach similar importance to

extending and deepening our contacts with the
