I have enlarged a little on both these points in the

draft. If we went any further I think we could run certain risks.

The second point runs could possibly

attract criticism from the Chinese that we are breaching the

confidentiality of the talks.

Sir P Cradock is absent from the Office and I have been unable

to clear these drafts with him. He may wish to send his comments separately.
