Ideally, it was hoped that we could ask informants to express their opinions about each of the 12 sections. The results of the Pilot Survey clearly demonstrated the impractica- bility of this since the questionnaire length would have exceeded one hour.

It was necessary therefore to devise a rotation system so that each informant only commented on four or five sections. All informants were asked to consider the section entitled "The Future Government Structure", and the remaining eleven sections were rotated such that informants assessed either four or five sections in total.

Therefore the sample base for the first section (F1) is the total (6,124), and is about 2,000 for each of the other sections.
