Results of survey conducted by Chan Lo Yin-bing

The following are the views of residents on the 1997 issue collected recently:
1. The Sino-British talks should be attended by Hongkong representatives
and their contents should be made public.
2. The Sino-British agreement should have international guarantee.
3. The British government has the moral responsibility to make arrange-
ments for Hongkong people to emigrate or find employment, should they choose not to remain in Hong Kong after 1997.
4. If Britain gives up sovereignty and administration over Hong Kong, it should secure for Hongkong people a high degree of autonomy and self-determination, free from outside interference.
5. The Hongkong Government should move towards democracy during the
next 13 years. Hongkong people will take active steps to improve themselves, in their daily lives and at work.
6. Guarantee the setting up of a monitoring body by the Chinese, British
and Hongkong governments after 1997, to keep the administrative system on the right track and to ensure the development of law and order, a democratic government and industry and commerce.
7. Hongkong people have no faith in Peking's promise of self-rule and
of maintaining the territory's social system unchanged for 50 years after 1997. It is hoped that the Chinese and British governments can arrive at a more detailed agreement and guarantee.
