If agreement cannot be reached, the Hong Kong Government should start studying ways and means to pay off pensions before 1997. Those willing to continue their service after 1997 should sign contracts with the new government, with conditions of service agreed upon.

Take initiative in contacting foreign and international trade partners in order to know their stand and persuade them to go on investing.

6. Speed up labour legislations. Speed up ratification of International Labour

Organization Conventions in order to stablize labour force and increase pro- ductivity.

Land and property policy should be clarified early so that people know what to do and how to invest.

An effective and worry-free civil service force will certainly help a lot in keeping Hong Kong stable and prosperous. So detail arrangements must be made to clear up the doubts of the 170,000 civil servants.

In face of 1997, we still feel that we should stick to our belief in independent trade union movement. We will not get ourselves involved in party politics. will stand for our members in particular and all orkers in general. public justice, we are sure that what we are doing will be beneficial to all.
