be empowered with a high degree of autonomy which includes administration, legislation, internal security and maintenance of all kinds of freedom, such as freedom of religion, gathering, speech, organization, publication, travelling, press and job selection etc. And everybody should be free from 'imprisonment at will'.
The existing systems and life style which form the basis of what Hong Kong is today will remain unchanged for 50 years after 1997. The Sino-British Agreement should include as many details as possible, not only broad principles.
Hong Kong should be independent economically. Revenue from taxation should all be for local use.
Hong Kong dollars will remain as it is and Hong Kong should continue to be member of international economic organizations with power to negotiate and sign international agreements.
Hong Kong should have her own indpendent education system and achievements. Hong Kong should keep on with her own cultural activities and should upkeep her link with overseas organizations in respect of culture civilization and education.
To ascertain basic civil rights wit. reference to the United Nations' Declaration of Human Rights. To protect Hong Kong workers' rights to organize, to strike and to bargain collectively, and to affiliate to international labour organizations.

Those born in Hong Kong or residing here for more than seven years may claim Hong Kong citizenship without giving up their own or original nationality.

Both the Chinese and the British Governments should contribute their efforts in assuring those countries or country groups (e.g. U.S.A., Japan, the 2.3.3., the British Commonwealth and the ASEAN ...) having close economic links with Hong Kong, that Hong Kong will still be playing the s.milar role in the future as she is now.
Recommendations to the Hong Kong Government;
In order to achieve a smooth hand-over, the Government should formulate a sub- stantial overall plan on the renovation of government structure after full discussion by all Hong Kong poeple, and after that, should implement at the earliest possible date.
Regionalize central power step by step. Speed up democratization (including selection of Legislative and Executive Councillors by election).
Democratisation should also be exercised within the lovernment in respect of relations between the Management and Staff. A better collective bargaining machinery replacing the existing clumsy ones should be established.
