The present systems will be maintained and the Hong Kong Government will have the right to determine cultural and educational policies,
including :

The educational system and administration
Language of instruction
3. The examination system, and the system of
academic awards and qualification.

The freedom of all institutions, including
religious and community organizations may
retain their autonomy
5. Staff and teaching materials from outside
Hong Kong may be used
6. Students will be free to study abroad
