People currently employed in the Civil

Service may remain in employment at the

same levels of pay and conditions.

2. Those who retire or complete their con-

tracts will be eligible for pensions

due on terms no less favourable than at

present.

3. British and other foreign nationals pre-

viously employed in public service may

be employed, other than secretary level

or above or as the deputy head of some

departments.

4. British and other foreign nationals hold-

ing Hong Kong Identity Cards may be en-

ployed in public service, other than se-

cretary level or above or as the deputy head of some departments.

5.

British and other foreign nationals may be appointed to technical and professional

posts in the Hong Kong government.

6. The appointment and promotion of public

servants will be on the basis of qualifi-

cations, experience and ability.
