33. Right to receive education;
34. Right to conduct cultural and research activities free from political interference;
35. Right to choose one's spouse, to form a family and to give birth;
36. Right to receive social security benefits;
37. Obligation to pay tax;
38. All obligations and entitlements prescribed in the basic law should be applicable
to all people staying in HK;
39. HK citizens are not subject to other forms of control apart from those
prescribed in the laws.
40. Existing laws which protect individual rights and freedoms should remain valid
after July 1, 1997 unless they are amended by the municipal council here;
41. The municipal council is the highest legislative body in HK;
42. More than half of the members of the municipal council should be elected
by HK citizens;
43. The municipal council has the power to amend the basic law, to supervise
its enactment, to legislate and to appoint judges;
44. The municipal government is the highest administrative organisation of the
HK SAR;
45. The structure of the municipal government should be stipulated by law.
The mayor should be elected by the municipal council or through popular
election;
46. The municipal government should be led by the mayor, while heads of
various departments should be responsible for the work of their respective departments;
47. The scope of the municipal government is as follows:

To draw up administrative regulations;
ii.
To raise proposals to the municipal council;
iii.
To stipulate the duties of various departments and to lead the central administration of departments,
