Attached is an abstract of representations on the future put forward by various HK groups in the last 2 weeks.

The main themes are a high degree of autonomy for Hong Kong and preservation of existing freedoms and systems.

There are, however, a number of interesting points

-

(a) the need to develop democracy gradually (Page 4 item 7

and Page 6 item 21);

(b)

the need for HK people to be involved in the drawing

up of the Basic Law and any subsequent changes

(Page 1 item 8, Page 3 item 3, Page 5 item 10,

Page 10 item 59);

the need for guarantees (Page 3 item 1);

the possibility of a continuing British link (Page 3 item 31, Page 6 item 22); and

amendment of the Chinese constitution to accommodate

an autonomous HK (Preamble to the Meeting Point proposals on Page 7).
