accustoming the people of Hong Kong to the sort of agreement they

will, ultimately be faced with.

4. This was touched on in discussion with the Governor on 14 May.

We need to consider the following.

(a) speeches by the Governor;

(b) Ministerial statements either in Hong Kong or here;

(c) Articles in the British and possibly Hong Kong press.

Speeches by UMELCO leaders, and possibly representatives

of URBCO should also be considered. These will be much more

dificult to orchestrate and in the case of some leaders,

probably impossible. The Governor was not very hopeful. But

some may be prepared to help. (The Chairman of URBCO has just

made a constructive contribution).

We also need to consider:

(i) briefing of British or British connected firms in Hong Kong.

(ii) further briefing of Foreign and Commonwealth Governments.

for the Governor's call on 24 May.
