ECRETARY OF STATE'S MEETING WITH HIGH COMMISSIONERS:
PM, 21 NOVEMBER
GRENADA
ESSENTIAL FACTS
(Defensive)
General Election
1.
Called for 3 December.
No ban on any party. Three
C/W Obser-
vers
moderate parties have united to fight the election as the
New National Party (NNP) under Herbert Blaize. Former
Prime Minister Sir Eric Gairy leads the Grenada United
Labour Party (GULP) but is not personally a candidate.
Two former Peoples Revolutionary Government Ministers and
their supporters are contesting the election under the
banner of the Maurice Bishop Patriotic Movement. The
small Christian Democratic Labour Party is also fielding
canidates. The main contest is likely to be between the
NNP and GULP. Outcome impossible to predict, but most observers feel the NNP will win a majority if it can hold
together. We are prepared to deal with whatever
democratically elected government is returned. Commonwealth
has been invited to send observers to the election. We
support the idea believing that Grenada's return to democratic
government should be witnessed by its fellow members in the
Commonwealth. But understand consensus in favour is
unlikely to be obtained.
Trials
2.
Trials of the 19 accused of murdering former Prime Minister
Maurice Bishop and others is a matter for the Grenadian
authorities. The trials began on 9 October, but have been
adjourned until 20 November while Chief Justice Nedd
considers the constitutionality of the court.
to be given on 14 November.]
