POINTS TO MAKE

1.

Appreciated your helpful comments on draft agreement on day of initialling. Pleased you consider draft agreement to be "a highly significant and constructive step" in maintenance of Hong Kong's stability/ prosperity.

2. Now over a few more hurdles. Assessment Office concluded that

most of the people of Hong Kong find draft agreement acceptable.

Independent Monitors concluded that Assessment Office had carried

out its task impartially, faithfully and accurately. House of

Commons has now endorsed agreement. Prime Minister and I will

visit Peking to sign agreement on 19 December. Will also visit

Hong Kong.

3. Understand your government is thinking of making a more detailed

public statement on Hong Kong agreement in due course.

Would very

much welcome this.

IF MR CLARK RAISES CANADIAN WISH FOR CLARIFICATION OF PROVISIONS ON

NATIONALITY, CIVIL AVIATION AND MULTILATERAL TRADING ARRANGEMENTS.
