Dear Richard,
1. Many thanks for your letter of 22 November. I know Rob McDougal extremely well from our days in Peking. He was and no doubt still is an extremely eager beaver, and I imagine that he may well be behind the various questions which the Canadians wish to ask us!
2. The fact is that we have over 12 years to sort out many of the problems arising from the agreement, and most of them are likely to take some time to resolve.
3. In the light of this I think the Canadians may well be wasting their time if they send a small team to London in the near future for talks. Probably the best thing would be for them to let you have their questions in writing. We should then be able to get a better idea of how much of what they want to know can be dealt with
now.
