It has been agreed in principle that Mr Luce should visit Ottawa for a day of talks with the Canadians on subjects for which he is particularly responsible. The date is not yet fixed, but it will be in the last week of October, either before or after Mr Luce attends a meeting of the First Committee in New York. The purpose of this minute is to identify subjects on which briefs will be required.

Our main aim will be to focus on arms control and alliance matters with a view to influencing the thinking of the new Canadian Government. We shall certainly require briefs on:-
(a)
Alliance matters.
(b)
(c)
Arms control prospects.
East/West relations.

In writing these briefs we shall obviously wish to take account of anything which comes out of the Secretary of State's meeting with the Canadian Defence Minister on 15 October and Mr Alston's talks in Ottawa on 17 October.

In addition to the above subjects, it is for consideration whether we should brief Mr Luce to raise any other topics for which he is responsible, bearing in mind that this will be our first substantive contact with the new Canadian Government in Ottawa and that we shall wish to take this opportunity to signal to the Canadians that we value our exchanges with them on international issues. Would it be appropriate to suggest that Mr Luce should give the Canadians some impression of his recent Far Eastern tour? Is there anything he could usefully raise on Arab/Israel or the Gulf War?At leasthe should probably have defensive briefs on these three subjects. Are there any other subjects which recipients of this minute think ought to be covered? Could I have suggestions by noon on Friday 12 October so that I can give Ottawa some advance warning of the subjects Mr Luce expects to cover?
