Thank you for your letter of 25 September which outlined your views on the initialling of the Sino-British agreement on the future of Hong Kong. May I once again extend to you and your Government my warmest congratulations on having achieved through difficult negotiations, an agreement that should form a solid foundation for Hong Kong's continued stability and prosperity.
I was more than pleased to issue a statement on September 26 expressing the Government of Canada's firm belief that the Sino- British agreement would do much to reassure Hong Kong residents and Canadians with commercial and other interests in Hong Kong.
Continuing
consultation will likely be necessary to enable the Canadian Government to respond in a constructive fashion to the inevitable questions arising from the agreement up to and beyond 1997. I look forward to further co-operation with you to ensure the smooth and beneficial implementation of the document in all its bilateral and multilateral aspects.
